Application for a new passport

Passports for adults and children over 12 years must be applied for in person at a Norwegian Embassy. You can also apply at a police station in Norway.

Children under the age of 12 can either apply at the Embassy in Athens, or at the Norwegian Consulates in Rhodos and Cyprus. The reason for the change of procedures is the introduction of biometric passports. More information on biometric passports can be found on the Norwegian Police’s website.

Opening hours of the Consular section are Monday to Friday, 10:00 to 13:00.

Procedure for application / renewal of passport

In order to apply for a Norwegian passport, you need to have a Norwegian personal identification number. You can apply for a personal identification number at the Norwegian Embassy or the Norwegian Consulate in Cyprus.

Passport applications/renewals for adults:
Upon arrival you will fill in an application form. Please bring your old passport.
Fee: 56 Euros. Payment by cash

Children between the ages of 12 and 18:
Upon arrival you will fill in an application form. Please bring the following documentation:
• Old passport.
• Birth certificate showing the names of both parents.
• Both parents' passports. This also applies if one of the parents is not Norwegian.
• Parents' marriage certificate, if applicable. Sole child custody (awarded by a court order or agreement) for children must be documented.
• Both parents must sign page 2 of the application form. This also applies if one of the parents is not Norwegian. Both parents must agree that the child will be issued a passport. If one of the parents cannot meet in person, a written consent and an identification or officially certified copy of identification is required.

Fee for children aged 12-18: 34 Euros. Payment by cash

 
Children under the age of 12:
As passports to children under the age of 12 do not contain any biometric data, it is possible to apply in person for a passport and personal identification number either at the Norwegian Embassy in Athens or at the Norwegian Consulate in Rhodes or Norwegian Consulate in Cyprus. Children must be present when submitting the application.

Upon arrival you will fill in an application form. Please bring the following documentation: 
• Old passport.
• Birth certificate showing the names of both parents.
• Both parents' passports. This also applies if one of the parents is not Norwegian.
• Both parents must sign page 2 of the application form. Both parents must agree that the child will be issued a passport. If one of the parents cannot meet in person, a written consent and an identification or officially certified copy of identification is required.
• Parents' marriage certificate (required in some cases). 
• If the application is submitted at the Norwegian consulate in Cyprus or Norwegian consulate in Rhodos: One passport photograph. It must be of good quality, taken against a light background, not older than 3 months, approx. 36x47mm.  
Fee for children under the of age 12: 34 Euros. Payment by cash

Where can I apply for a passport?
Passports for adults and children over 12 years must be applied for in person at a Norwegian Embassy, or at a police station in Norway. It is also possible to apply for a passport at the consulates of Alicante, Guangzhou, Hamburg, Houston, Juba, Murmansk, New York, Rio De Janeiro, St. Petersburg, San Francisco and Shanghai.

Change of name
Name(s) stated in the passport application must be identical to the one(s) registered in the Norwegian Public Register (‘folkeregisteret’). If this is not the case, the passport application will not be accepted. 

Passport lost / stolen:
Are you a Norwegian citizen who has lost your passport or gotten it stolen in Greece or Cyprus? This is what you need to do:

1. The loss must be reported as soon as possible to the Greek / Cypriot police. Take good care of the report provided by the police.
2. Contact your travel agent or airline and check if they allow you to go home with a different type of ID (for ex. Credit cards) and the police report. Here is a list with contact information to every airline.
3. Contact the Norwegian Embassy or the Norwegian consulates in Greece in order to report the loss of your passport, and for any assistance if the airline / travel agent do not accept that you return without further documentation

The embassy / consulate will be helpful to contact your travel agent / airline, and in most cases it will be issued a certificate which is valid for the journey back to Norway.

Emergency passport
In some cases the embassy/consulate needs to issue an emergency passport (for ex. if you travel with Air Baltic via Riga, or if you travel via London). Emergency passports are normally issued for a limited period of time. Application for an emergency passport requires personal attendance at the embassy. How long does the application process take?
Machine-readable passports are not produced at the Embassy, but at a passport producer in Norway.  Passport applications take 10-14 days to process.
Emergency passport (hand written) may be issued until the machine readable passport is received (passport fee is the same as the machine-readable passports).  For emergency passport two passport photos are required.

Collection of your passport
The passport can be sent directly to you by courier (receiver pays). 

 
Norwegian personal identification number
Application for a personal identification number should be sent to the Embassy in Athens or the Consulate General of Cyprus. See the link Personal identification number

Retention of citizenship
A Norwegian citizen who has not lived in Norway for two years, or in one of the Nordic countries for a total of seven years, automatically loses his/her Norwegian citizenship when she / he reaches 22 years.  This is true whether one is born in Norway or abroad, and also for those who on the basis of previous nationality now have a passport that is valid beyond the 22-year anniversary. You can apply to retain your Norwegian citizenship before the age of 22. Applications shall be submitted to the police or, if the applicant is living abroad, to the Norwegian Embassy in Athens. Applications will be decided by the Directorate of Immigration.
Applications shall be filed by completing form GP-7054 B (Application for retention of Norwegian citizenship). Forms can be ordered from the police or the Embassy.
